Is there a way to do a onetime invoice without creating a new opportunity?

It’s a reimbursement invoice for design fee’s

You already invoiced the customer for a design fee…..they paid it...you are now trying to credit their payment and need an invoice to credit?

If so, you can create a Misc Invoice…..
